Can Kanzi balance fund Lilathul Qadir mosque decor per Shariath?

Janab, ?ASSALAMU ALAIKUM? In connection with the Ramzan donation towards the expenditure of ?IFTHAAR? occasion in the Aminjikarai Mosque, Chennai, I would like to clarify the following query as per the shariath at the earliest possible. 1. Whether the balance amount of Kanzi donation can be utilized for the purchase of Boondi, electrical (light) decoration of mosque on the occasion of ?Lilathul Qadir night? (27th Day of Ramzan). 2. Whether the same amount can be utilized for the purchase of cloths for the staff of the mosque i.e., Imam, Mouzin, Makondar, Administrative staff & watchmen. 3. It is to state that our Mouzin took much effort to collect the donation from various persons of our mohalla. Previously, we paid the amount from the collection amount. Now the present secretary of Aminjikarai mosque made an objection to this and also to stop the collection of donation through Mouzin. Is it correct as per shariath.

It is not Islamic to decorate mosque on Shab-e-Qadr, and if it is squandering, it will be against Shariah and unlawful. Decorating with donation money is more heinous. By kanzi donation, if you mean the amount collected with the name of iftar, using the amount in decoration and boondi is unlawful.

(2) If the donators intend the amount to be spent in the above-mentioned directions, it is lawful to spend or the donators are informed that their donations are spent in so and so directions.

(3) Why does he collect donations? Was it meant for any necessity related to the mosque or something else? Please, explain and get the statement from the mosque secretary written by his hand and then submit the question again.
