Does Islam allow us to pay a portion of Zakat money to Animal welfare and charity firms working in Pakistan?

Answered as per Hanafi Fiqh by Darulifta-Deoband.com
My question is simple that does ISLAM allow us to pay some amount (not all) from Zakat to pay to Animal welfare and charity firms, those working in Pakistan for the sick and injured animals treatment?

Answer

(Fatwa: 567/479/B=1433)

It is unlawful to give the amount of Zakah for the treatment of the sick and injured animals. Zakah can be given only in the possession of the poor and needy people who do not have wealth. They have been declared to be entitled to receive zakah in the Quran.
