Answer

If imam recites the Quran silently in loud salah, he must perform sajdah sahv. So, if the imam performed sajdah sahv, there is no need to repeat the salah, but if he did not perform sajdah sahv within the time of that particular salah which was wajib, the salah will not be performed again, only doing istighfar is enough.
(2) If it is a big mosque i.e. 40 feet long, one can pass after 2-3 rows. But, if the mosque is small, it is unlawful to pass.
(3) Where and why did he say this, ask him to write it in his own words, and submit the question again.
(4) The government land is for public; therefore if mosque was built at government land, it is not makrooh to perform salah therein. But, as long as the government will not allow it to be a mosque, it will not be called Masjid Shara?i and by performing salah there one will not have the reward of a Sharai mosque. If a mosque is built at the land of someone without his permission, performing salah therein will be makrooh as long as the owner gives his permission. It is unlawful to build mosque without permission.
