Can a woman without a mahram go on pilgrimage?

Hazrat Mufti Sahib Assalamualikum wrt.wbt. Hope this mail find you in the best of health and islamic spirits. My grandmother is 80 years old, she is going for pilgirimage without mahram,I saw the fatwa of madarsa Shahi Moradabad that the woman has no shahwat she can go with her other relatives also. What do you say about this matter? Kindly reply as soon as possible. Thank you!

Basically, a woman is not allowed to go on Hajj pilgrimage without a mahram. But, if any old woman who has no shahwah (sexual desire) then she can go with other relatives also.
