Is Tayammum valid for a disabled person who cannot perform Wudu or Istinja?

Assalamo Alaikum What is the opinion of islamic jurists about the validity of “Tayammum” instead of “Wudu” for awheel chair ridden disable person who can neither perfom istinja without other people’s help nor can perform wudu. moreover hius urine, stool, and gas-discharge is also out of his control and may come again and again. Tayammum will not be allowed for him until he is able to make wuzu by himself or by the help of any person. Yes, in cases when anyone is not available then in emergency he do tayammum.
