who is responsible for womens jewellry zakat? how will she pay if she is not working? can she ask her husband for the sum if he is financially strong?

If the wife owns nisab, she will have to pay the Zakah though she does so by selling jewels. As husband is not responsible of her salah, he is not responsible of her Zakah as well. Yes, if husband pays the Zakah happily for her, the Zakah will be valid.
