Is foreplay permissible in Islam?

I have a question regarding the permissibility of “foreplay” or “the act of giving one’s wife pleasure by touching her sexual organs”. I would like to make sure if it is permissible from the perspective of Islam. Actually, I have been puzzled since there is no clear verse banning it in the Quran or a clear Hadith narrated from the Prophet (SAW). I would be very much grateful if you can help me get out of this confusion.

According to Shariah, it is lawful to foreplay with wife. The holy Prophet Muhammad (صلى الله عليه وسلم) said about enjoyment with one’s wife in the sate of haiz that one can enjoy the parts of body above the waist: ك ما فوق الإزار .
While it is mentioned in Muslim Sharif that one can do every thing except intercourse:
اصنعوا كل شئي إلا النكاح .
These hadith support the permission of foreplay.
