What’s the correct start time for Ishraq prayer: 15-20 or 12-15 minutes after sunrise?

Assalamualaikum. according to Fatwa: 1659/1659/M=1430 (http://darulifta-deoband.com/home/en/qa/17047) the time for Ishraq starts after 15-20 minutes of sunrise but according to Fatwa: 712/661=D-1429 (http://darulifta-deoband.com/home/en/qa/5389) it starts after 12-15 minutes of sunrise. Which one is accurate? How long should one wait after sunrise for ishraq salat?

(Fatwa: 1569/1569/M=1431)

Both the above-mentioned fatwas are correct. One should offer ishraq salah twenty minutes after sunrise, as it is mentioned in Fatawa Mahmoodiya: When the sunrise starts it completes in two minutes and 24 seconds and it is difficult to see it. When it is quite bright the time of ishraq salah starts. Usually it becomes complete bright after twenty minutes.” (Mahmoodiya)
وكره تحريما صلاة ….مع شروع . قوله مع شروق و ما دامت العين لا تحار فيها فهي في حكم الشروق كما تقدم فى الغروب أنه الأصح كما في البحر . أقول: ينبغي تصحيح ما نقلوه عن الأصل للإمام محمد من أنه ما لم ترتفع الشمس قدر رمح فهي فى حكم الطلوع . (شامي).
