How can Muslims in India fulfill their duty to establish Quranic law in the absence of a caliphate system?

Recently, I have gone through the tafseer of the holy Quran(surah hadeed & surah maida).i came to the conclusion that the duty of the true muslim is to establish the quranic law on the earth,but being in India it is getting very difficult to implement the same even on the self.Also it is the time prevailing that the muslims dont have any hizbullah or the caliphate system of govt..So my question is How one can perform this duty as we are in india in lesser numbers living on the non quranic laws?(source for the taseer :audio tapes by Israr Ahmed of Pakistan).

(Fatwa: 863/774=H/1429)

و عد الله الذين آمنوا منكم و عملوا الصالحات ليستخلفنھم في الأرض كما استخلف الذين من قبلهم (الآیۃ)

This verse suggests that first condition for forming government is to have good deeds and strong faith, after that the second thing is establishing government, but it is not essentially required, the real thing which is required is to follow the Shariah. Therefore, efforts should be made to fulfil the first condition as much as possible. Then Allah Almighty will inspire what action plan is to be laid down in order to establish government.
