Should hajj badal be performed only by the person who has completed his hajj?

Should hajj badal be performed only by the person who has completed his hajj or the person who has not completed his hajj? A person has enough wealth (jewel of 70000 and own house but what he earn is enough for his living and two portion of shop for rent in his home) to perform hajj but he did not complete his hajj. Can he go for hajj-e-badal?

It is better to send such person for hajj badal who has already performed his fardh hajj. It is makrooh to send a person who has not performed his fardh hajj, though the hajj shall be valid. A person who can afford his hajj he should not go for hajj badal rather he should perform his own hajj first.
