Can the Masjid committee alter building plans to make the ground floor a Masjid?

Our Masjid committee has firstly decided to build newly Masjid on first floor but after making ground floor committee persons decided to make ground floor as Masjid. Please answer, as is this right to do that by Masjid committee. On paper’s Masjid is madrasa and Idara Dawat Tabligh as there are problems if we write on paper Masjid by law.

The above mentioned decision of the committee is alright. Ground floor may be declared as Masjid. However Masjid is from the earth to the sky, hence it is not right to use first floor or second floor etc as madrasa. By doing so that mosque shall not be called Shariah mosque.
