Is it necessary to perform “Istinja” after taking a shower to pray or recite Quran?

Answered as per Hanafi Fiqh by Darulifta-Deoband.com
Assalamo Alaikum This is a question about Tahara. After using toilet I try to clean myself with tissue paper and then take a shower. The problem is if a walk, it feels that I need “Istinja” again with water. Is it ok to pray in this situation or recite Quran?

Answer

(Fatwa: 1369/1386=L=1430)

After urination, you should walk a little in the bathroom and having ensured the stoppage of dripping, use tissue paper and then water. If still you fear dripping, cover the part with something and walk a little, then wash it once you are completely satisfied and sure. Do not perform salah or tilawah in conditions when you feel doubtful of dripping. However, if you performed salah or tilawah, it will not be regarded invalid on the basis of doubt only.
