Is wearing a short blouse saree haram when the only male in the home is the wife’s mehram?

With reference to reply of question ID # 3873 i want to ask that what’s the exact awrah of a woman among female mehrams and male mehrams? if the awrah among female mehram is between Navel to knee then why wearing short blouse saree is haram when the only man live at home is her wife and rest all other home members are female mehram? jazak ALlah

(Fatwa: 747/703=D/1429)

A Muslim woman can see the body of a Muslim woman except the parts from navel to knee. She can uncover her head, face, chest, shank and arms in front of her Mahram provided there is no fear of lust. She should avoid it if there is fear of lust. But it is not allowed for a woman to open her abdomen and back even before her Mahram.

Note: Why is blouse haram?  Who has declared it as so?
