How can we pay back a loan if the person won’t respond?

(1) I wanted to ask you is that, at the time of ghusl if the navel has some dirt in it and we put water and finger and shake the navel well, will the ghusl be valid? Because some time the navel has some natural dirt which is hard to remove but sometimes it gets out some times it is stuck well. We do ghusl as it is said, I was worried if the navel thing makes it invalid or no. (2) Few years back we had taken loan from one person and we gave them half back and half we could not give that time, now that we are contacting that person to take his money back. He is not reverting. I sent him an apology mail and asked him to send his bank details and I gave him my phone number as well to contact me, I want to pay him off as soon as possible. My husband also sent him a message. Now we are thinking of going to place where he works to pay him off. I want to ask what to do in such situation, if the person is not ready to meet as well. We do not know where he stays.

(Fatwa: 636/433/D=1433)

(1) If there is impurity from outside in the navel then it must be cleaned inserting the finger, but if it is difficult to remove the filth that is sticking there then it is not necessary to clean it by rubbing. As there is some filth in other part of body it is like body itself, it is not necessary to clean it by scratching.
(2) If you know his bank account detail, then deposit the amount in it and inform him. And if you know his address, try to know the method to give it to him. If these things are possible but there is no way of meeting and contact then you can wait for some time and try to contact him, and when you are totally hopeless then give this amount in charity from his side so that he gets its reward and but in case of doing charity if sometime you found him and he did not approve the charity rather demanded for his amount then you will have to give him the amount, and the reward of the sadaqah would come to you.
