If a man masturbates and after that he does ghusl and wazoo and wears his clothes.But then he realises that a drop of a liquid is released from his penis can he be considered pak and can he offer namaz or he has to do ghusl again?

The ghusl will not be wajib in the abovementioned case if there was no erection in penis at the time of discharge, but it will invalidate the wudhu, he will have to wash that part and perform fresh wudhu in order to offer salah.
