When is it allowed to recite “Allahu Akbar” outside of prayer and supplication?

Under what circumstances is one allowed to recite the takbir of Allahu Akbar, outside of prayer and supplication? As for example, is one allowed to mention it in times of hearing bad news, in excitement or when one see’s another Muslim performing an act of good or bad Islamic nature respectively?

Answer

(Fatwa: 2015/1629/B=1432)

One should read انا لله وانا اليه راجعون on hearing bad news. And in other times instead of salah and dua etc you can read “Allah Akbar”, it is allowed.
