Answered as per Hanafi Fiqh by Darulifta-Deoband.com
I do not cut my hairs but end of the hairs look ugly, not for fashion but making myself look proper can I trim my hairs? I will not do hair cutting and I cover hairs with head scarf. Think over it and reply according to Islam.

Answer

(Fatwa: 1847/1847/M=1432)

If the hair of a woman do not grow at all, it may be allowable for her to trim a little length from the tip of the hair so that they grow to normal length. But, if there is no such an excuse, a woman should avoid trimming hair only for looking proper.
