What is the Islamic ruling regarding covering the body from navel to below the knees during ghusl?

Is it necessary for men to cover our body from navel to below the knees with cloth while performing ghusl, if yes, then when and how it should be done?

Answer

(Fatwa: 70/53/H=1433)

If he is performing ghusl in open place then it is necessary, otherwise not. And it is better to have bath covering the satr parts in bathroom too.
