What are the rules for Zakat-funded medical/lab equipment in non-profits?

Assalamualikum. Can Zakat money be used to purchase Medical/Laboratory Equipment in a non profitable charitable Organisation offering community service to poor and needy Muslims as well as few Non-Muslims in village. The subsidise fees income earned from such service of Muslims above Nisaab & Non-Muslims can be accounted/reused for the running of the organisation/maintenance of equipment. Extending this service to non-muslims can reduce their hostility towards Muslims as well as give oppurtunity/platform for dawah and to bring them closer to Islam. Pls enlighten if this is permissible.

Answer

(Fatwa: 811/745=L-1429

(1) Poor and needy Muslims are entitled to receive the amount of zakah. It is not allowed to purchase medical instruments with this amount or to spend it on non-Muslims.

(2) Subsidise fees income received form Muslims and no-Muslims can be used for running the organization and maintaining equipments. Also, it is right to purchase medical instruments with these fees as well as to spend it on non-Muslims, for it is an aid and there is no discrimination between Muslims and non-Muslims regarding aid, both can be granted aid.
