According to the Shariah, one should say the Islamic greeting while entering a grave as it is said in the Hadith. After that, he should, as convenience, do isal-e-sawab by reciting the Holy Quran, it is enough. The main purpose of visiting graves is to remember one’s death while seeing the grave, think of himself being buried in a grave one day and to remember the life hereafter. If these purposes are not achieved through visiting the graves but one has to partake in the ongoing innovations there or he goes there for merely seeing people for entertainment, then it is never allowed in the Shariah. In such case, one should not visit the graves of the pious persons as well as the shrines.
