can we read surah Fatiha in (Qiyam) sirri salah or third or fourth rakah in other salat.

According to the Hanafi Fiqh, it is not lawful to recite Surah Fatihah behind the Imam. Almighty Allah says in the holy Quran:
وَإِذَا قُرِئَ الْقُرْآنُ فَاسْتَمِعُواْ لَهُ وَأَنصِتُواْ لَعَلَّكُمْ تُرْحَمُونَ [الأعراف : 204]
When the Qur’an is recited, listen to it and be silent, so that you may be blessed.
