Is it permissible to use tissue paper to clean after passing urine if water is not available?

Answered as per Hanafi Fiqh by Darulifta-Deoband.com
Assalamualikum mufti sb, In our company toilet we dont have water, in that case after passing urine am taking tissue to clean my private parts, is that okey to use tissue paper if not please let me know what is the alternate way to clean?? My second question is after passing my urine i take care of the last drops very well, but sometimes after coming out i feel some drops have come out, for this reason i keep tissue paper infront and after 15-20 mins i throw the paper, in this case do i need to clean my parts again with tissue or thats enough. And also sometime i use to forget the tissue and do salah. Please let me also know whether may salah is valid or i have to do again after removing the tissue paper. ???? Please let me know ASAP. thanks in advance

(Fatwa: 1352/1102=D/1430)

Using tissue paper for absorbing dripping of urine is alright.

(2) If some portion of private parts is affected with urine, it must be washed clean by water. If you offered salah while the tissue paper was there, in this case if the paper had absorbed some drops the salah will have to be performed again, but if you have doubt of some 1-2 drops only, there is no need to re-perform salah.
