Is it permissible for a Muslim brother to run a scheme with no interest?

A muslim brother is running a scheme. for example he collects one thousand ruppees from ten members monthly.on a paticular day he does qurra.the name which comes in the qurra will be given ten thousnad rupees.he collects one hundred rupees from person as ujrat.no interest what so ever.is this permissible.

(Fatwa: 725/721=N)

In this scheme, ten members give one thousand rupees for ten months, and each month the collected amount is handed over to a person in whose name the lot is drawn. This is allowed. But, what kind of charge it is (in form of one hundred rupees) which is received from every member? Please, describe it clearly then in-sha-Allah you shall be given an accurate reply about this scheme.
