In order to collect donations for mosque, neither it is necessary to recite naat nor the day of Thursday. Even, if by reciting the poems people are disturbed or it causes any other kinds of concern, then it is not right to recite it.
However, people should send the amount keeping in view the need of the mosque, which sometime is wajib.
