If semen is not discharged, the sawm (fast) will not break, but it is makrooh to embrace wife if one fears ejaculation:
کما في الدر: وکرہ قبلۃ ومس ومعانقۃ ومباشرۃ فاحشۃ إن لم یأمن المفسد وإن أمن لا بأس
