Is it permissible to touch the screen while reciting the Quran from it without wudhu?

I want to ask that during reciting the holy Quran from screen is it permissible to touch the screen without wudhu? If yes, then why and if no then also give reason. Some Ulama say that TV and screen have pictures which are aqsi so these are right if we keep this point in mind then above situation of touching Quranic verses on screen will be right because they are also aqsi pictures.

(Fatwa: 1453/1138/B=1433)

At the time when the verses of the holy Quran are visible on the screen it is not lawful to touch it without wudhu, and when the verses of the holy Quran are invisible on the screen then one can touch it without wudhu.
