My question is: (1) What fatawa of the Ulama Deobandi about the ceremony called Mawlid of Rasul?

My questions are:
(1) What fatawa of ulama deobandi about ceremony call mawlid of Rasul?
(2) And does the reward reciting quran to mayyit is permisseble?
(3) And talaqin to mayyit?

(Fatwa: 267=264/H)

(1) Celebrating Eid-Milad (birthday of the Prophet صلی اللہ علیہ و سلم) is nothing. The Sahaba (companions of the Prophet صلی اللہ علیہ و سلم) and their successors have neither celebrated Mawlid of the Prophet nor asked to do so. The books of Hadith do not have a mention of this mawlid. Yes, it is not necessary that the virtues of the Prophet صلی اللہ علیہ و سلم be mentioned only on his birthday, it may be done any day of the year. Therefore, it is better to hold Seerat functions at different dates of different months:

البدعة انھا تشابہ الطریقة الشرعیة من غیر ان تکون في الحقیقة ۔۔۔ و منھا التزام الکیفیات والھیئات المعینة ۔۔۔ واتخاذ یوم ولادة النبي صلّی اللہ علیہ وسلم عیداً۔ (الاعتصام للشاطبي، 1/39 ، بیروت)

(2) Yes, it is right:

الاصل ان کل عبادة سواء کانت صلاة او صوماً او صدقة او قراة او ذکرا لہ جعل ثوبہا لغیرہ۔ (در مع رد المحتار، 4/10 ، ط زکریا دیوبند) واختلف العلماء في ثواب قراءة القرآن فالمشھور من مذھب الشافعي و جماعة انہ لا یصل و ذھب احمد بن حنبل و جماعة من العلماء و جماعة من اصحاب الشافعي الی انہ یصل فالاختیار ان یقول القارئ بعد فراغہ: اللھم اوصل ثواب ما قراتہ الی فلان۔ (کتاب الاذکار، للنووی، 152، دمشق)

(3) Talqeen (dictating Kalimah to one who has signs of death) is desirable before gargarah (time of death) according to all Ulama and it is proved from Sahih Hadith:

و یلقن ندباً و قیل وجوباً بذکر الشھادتین عندہ قبل الغرغرة لقولہ علیہ السلام: لقنوا موتاکم لاالہ الا اللہ فانہ لیس مسلم یقولھا عند الموت الا انجتہ من النار (مسلم، نسائی، ابن ماجہ)

As far as the Talqeen near grave is concerned, it is contentious, but the scholars of Fiqh have decided that this custom should not be started at a place where it is not prevalent, and wherever it is prevalent there should not be stopped due to fear of Fitnah:

ولایلقن بعد تلحیدہ وان فعل لاینھی عنہ (درمختار، 3/80 ، ط زکریا دیوبند)
