Answer

(Fatwa: 997/997/M=1432)

Up to what extent do you have the excuse of excreting fluid from penis and passing of wind? If the said excuse continues in this way that you are unable to find a duration in during the time of a salah in which you could make wudhu and offer fardh salah (without the occurrence of the excuse), then you shall be legally mazoor (excused person). And the ruling of mazoor is that you would make wudhu for each salah and offer salah along with the same excuse, and your salah shall be valid and your wudhu shall break after the time of salah is finished. Then, you will have to make fresh wudhu for the next salah. But, if the condition of the excuse is not as mentioned above, then you are not an excused person (mazoor) and the ruling of mazoor shall not apply you.
