Is water necessary for all hairs during ambulation?

Answered as per Hanafi Fiqh by Darulifta-Deoband.com
“I have beard , 1. While doing ambulation is it necessary that water should reach at base of all hairs? 2. If it is necessary then I have to wash face (Beard portion) more than three times, it is against sunnah then what to do in such cases? ”

Answer

(Fatwa: 1451/1465/M=1430)

If the beard is thin i.e. the skin is seen, it is necessary to wet the roots as well. Washing face along with beard thrice is sunnah. But, if the beard is so thick that the skin is not seen, it is not necessary to wet the roots, but doing khilal (passing fingers into the beard) is sunnah:
