In what conditions is contraception allowed in Islam?

I am a software engineer. I am getting married within four months insha allah. I’d like to know in what conditions the use of contraceptives is allowed in Islam? Is there any specific time of the day or night in which intercourse is not allowed? Please clarify.. jazakallah.

(Fatwa: 186/187=D/1429)

(1) In Islam, it is unlawful and haram to adopt contraceptive measures due to fear of poverty and lacking resources. But, in case of need it is temporarily allowable when e.g. wife is too sick to bear pregnancy or she fears that her health may deteriorate or she is unable to nurture the other kids.

(2) One can have sex with wife anytime except in menstruation:

واعتزلوا النساء فی المحیض (الآیۃ)
