Are there any special conditions for offering a Fajr Qadha prayer?

If offering fardh of Fajr (Qadha) is done before Zuhr should it be included offering of the Sunnat-e-Muakkadah or not? Is offering Witr (Qadha) compulsory, and how many rakahs should be offered?

Answer

(Fatwa: 268/151/D=1433)

(1) No. Sunnah shall not be offered after zawal, only fardh shall be offered.
(2) Yes, the qaza of witr is necessary. It shall be offered three raka’ah.
