Can we perform Umrah in other people’s name who is muslim and alive and who can perform his own umrah at later time?

Yes, you can perform Umrah and can convey the reward to Muslims who are alive and can perform their Umrah later:

الأصل فی ھذا الباب أن الانسان لہ أن یجعل ثواب عملہ لغیرہ صلاۃ أو صوماً أو صدقۃ الی أن قال و فی الحج النفل تجوز الانابۃ حالۃ القدرۃ لأن باب النفل أوسع (ھدایہ: 1/296)
