Do taluk ul Bidat pronouncements via postal count as valid according to Islamic teachings?

One person name is Syed Akthar Basha. He was taluk him wife was 2008. He said a thrice taluk in same place and same time with two witnees and without him wife (Taluk ul Bidat). but he sent a information via taluk pronouncemnt to him wife via postal. So this is Legal or illegal. This taluk is valiable or not valiable

Three talaqs take place by giving three talaqs in single meeting. If the husband admits that he gave three talaqs, talaq mughallazah (irrevocable talaqs) took place whether the wife is present in front of him or not. He was sinful due to not following sunnah method as well.
