Where to find Ihram rules for Germany-Saudi Umra travel?

If someone is travelling from (Germany to Jeddah) for Umrah (on Umrah Visa), where he must wear the Ihram? While travelling from Germany (or another European country) it is not easy to get properly cleaned (TAHARAT) due to unavailability of water in the washrooms, not even at the airports. Even though, we can get “Ghusl” from home before starting the journey, still it is difficult and I will not realistic to maintain cleanliness during the travelling from two flights. Then how could you please advise: 1. I have my parent-in-laws home at Jeddah. We (me and wife) can stay there (at my wife parents home in Jeddah) for one or two days and then wear Ihram there and go for Umrah? 2. Stay in Jeddah for one or two days and go to Madina, then while coming back from Madina we can wear the Ihram at “Miqat” point and go directly for Umrah?
3. Is there any 3rd option you advise?

It is better if you wear ihram of umrah from your home or airport. In the state of ihram, if you have the issue of taharah then you need not worry. In the state of ihram, you may also get taharah. If you need wudhu then you may perform wudhu and if you need ghusl then you perform ghusl. In case there is no water then you may perform tayammum as well provided the conditions that make tayammum wajib are found. If you are travelling from Germany to Jeddah and Miqat comes in the way then do wear ihram from the Miqat or from the adjacency of Miqat. It is not lawful to cross the Miqat without wearing ihram. If you go Madina directly from Germany and there comes no Miqat in the way then you may wear ihram from Dhul Hulaifa when you go to Makkah from Madina for umrah.
