It is not mandatory to be in the state of wudhu while reading or listening to the Holy Quran. However, it is mandatory to make wudhu in order to touch the Holy Quran. If that person listens to the Holy Quran without touching it similarly if he turns the pages of the Holy Quran with any pure clothes (which are not worn) or with a stick or pen etc, then it is allowable.
ويحرم به أي بالأكبر وبالأصغر مس مصحف إلا بغلاف متجاف ” (در مختار: 1/315) ولا تكره قراءة القرآن للمحدث ظاهرا أي على ظهر لسانه حفظاً بالإجماع وروى أصحاب السنن عن علي رضي الله عنه أن رسول الله صلى الله عليه وسلم كان يخرج من الخلاء فيقرئنا ويأكل معنا اللحم وكان لا يحجبه أو لا يحجزه عن قراءة شيء ليس الجنابة (كبيري: 52)
“وحل قلبه بعود” (در مختار) وفي الشامي: أي تقليب أوراق المصحف بعود ونحوه لعدم صدق المس عليه . (شامي: 1/316)
