What is the Jamaat in the basement of the building adjacent to the mosque?

We have some people praying as jamat in basement of a building due to ongoing issues of Tablighi Jamat the imam is inclined towards Shura of Tablighi Jamat and that group is towards Maulana Saad faction. Please address my three question with details so that I can convey the same .
(1) My question is above reason justified for creating a jamat in building which is just three houses ahead of mosque?
(2) Is their salah valid and they even call people going to mosque for jamat prayer to join them at basement.
(3) Aren’t they sinful in stopping people from going to mosque for jamat?

(Fatwa: 295/260/D=3/1439)

(1) It is sin to miss jamat without an excuse specially when the mosque is too near and there is no problem in going there. One should not show negligence in achieving the high rewards of salah with jamat.

(2, 3) He shall be deprived of the reward of jamat in mosque if it is missed without an excuse. Salah will also be valid if offered in the building with jamat.
