Does the house advance count as savings for Zakah eligibility?

I would like to know if zakah is eligible for a family whose saving are less than 613 grams of silver, but they live in a rented house whose advance is Rs. 50,000. Does the house advance count as their savings?

612 gram and 360 milligram silver is the original nisab. If someone has silver in this quantity then he is rich as per the Shariah and it is wajib on him to pay the fortieth part as zakah. The advanced amount of rented house which is deposited shall be counted as his saving and when he receives it the zakah of previous years shall be wajib on it. If someone has less than 612 gram and 360 milligram silver then he is not sahib-e-nisab, such person is eligible to receive zakah.
