Is donating (sadkah) gold/silver equivalent to a baby’s hair after birth a mustahab act in Shariah?

Is there anything in Shariah to donate (sadkah) after birth of a baby? I have heard that it is mustahab after birth of a baby to donate (sadkah) the value of gold or silver equivalent to its hair. Please give reference with answer.

(Fatwa: 841/780/SD=9/1438)

It is mustahab to shave the head of a newborn and give silver equal to the hair in charity on the seventh day of birth.

عَنْ أَبِي رَافِعٍ قَالَ لَمَّا وَلَدَتْ فَاطِمَةُ حَسَنًا قَالَتْ أَلَا أَعُقُّ عَنْ ابْنِي بِدَمٍ قَالَ لَا وَلَكِنْ احْلِقِي رَأْسَهُ وَتَصَدَّقِي بِوَزْنِ شَعْرِهِ مِنْ فِضَّةٍ عَلَى الْمَسَاكِينِ وَالْأَوْفَاضِ وَكَانَ الْأَوْفَاضُ نَاسًا مِنْ أَصْحَابِ رَسُولِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ مُحْتَاجِينَ فِي الْمَسْجِدِ أَوْ فِي الصُّفَّةِ وَقَالَ أَبُو النَّضْرِ مِنْ الْوَرِقِ عَلَى الْأَوْفَاضِ يَعْنِي أَهْلَ الصُّفَّةِ أَوْ عَلَى الْمَسَاكِينِ فَفَعَلْتُ ذَلِكَ قَالَتْ فَلَمَّا وَلَدْتُ حُسَيْنًا فَعَلْتُ مِثْلَ ذَلِكَ . أخرجه أحمد .
