Does reciting La-Ilaha-Illallah 70k times forgive a dead person?

I read that if someone recites La-Ilaha-Illallah 70 thousand times and sent it to a dead person then the dead person will be forgiven from the punishment of Jahannam which he was supposed to get. Now my question is, if someone didn’t offer salah regularly, didn’t do sawm in Ramadan, is it applicable to this person also? And is it a Sahih Hadith if it is then please give me reference.

As per the rule small sins are forgiven as well as the big sins which Allah wills to forgive He may forgive them with His special authority. Besides, the person shall be sinful if he violates the rights of people or misses salah, fast etc and he shall be questioned on the Day of Judgment about these acts, then either he shall be punished by sending in Jahannam or Allah shall forgive him out of His special mercy.
