Is it permissible to use water with dog hairs in it for ghusl, wudhu, and washing utensils?

I am rented in ground floor and in 3rd floor another tenants are staying who has a pet dog. They take the dog for a walk which spreads dogs hairs across stairs and in front of my home. Sometimes even these hairs fall into water sump. Same water we use for ghusl, wudhu and for washing utensils. We have applied filter in our taps to avoid it. But want to know what Islam says in this regard.

According to Imam Abu Hanifah (may Allah have mercy upon him) a dog is not Najas al-Ain (impure by nature), rather only its saliva is impure. Hence in the question mentioned above if there is no physical impurity on the hair of the dog then merely by falling these hair in the water it will not be impure. You may do ghusl and make wudhu with that water, it is allowable.

 

عن ابى حنيفة رحمة الله فى الكلب اذا وقع فى الماء ثم خرج حياً أنه لا بأس به ، وهذه إشارة إلى أن عين الكلب ليس بنجس ، وقال أيضا فى كلب وقع فى ماء وخرج حياً ، فأعتجنوا منه فلا بأس بذلك هكذا روى ابن المبارك عن ابى حنيفة وفى الجامع الصغير : إذا وقع الكلب فى البئر وخرج حياً ، قال: ابو النصر الدبوسي رحمه الله إن لم يصل فمه إلى الماء ولم يكن على دبره نجاسة لم يتنجس الماء .
