Is it wrong to pray in a clean and safe place?

Masjids in Mumbai get very crowded during Friday prayers, Eid Namaz and other such special days. People try to offer namaz by (1). Arriving at the masjid very early to ensure that they get space inside. This is especially inconvenient if you have old relatives or young children.(2) Pray on the dirty streets outside because the masjid is full. Prayers are sometimes offered on quickly laid out mats but the road underneath is still dirty with footfalls, spit, animal droppings and garbage. Besides this also inconveniences shops and other Indian citizens besides blocking traffic. Can masjids be asked to offer several jamats on such days at say 30 minute intervals as long as the namaz time is still available? Why not come out with such bold advice so that the number of Masjids in Mumbai more than double without any new construction! I want to pray in a clean masjid with an orderly jamat.

It is makrooh to establish second jamat in the mosque whether jamat of any of the five times of salah or Jumuah salah, it is necessary to avoid. As per the situation mentioned in the question. The Masjid Committee should expand the mosque or they should build new mosque. If it is not possible, then the second jamat should be arranged somewhere else instead of the mosque such as in a big hall, ground, vacant place of the maktab or factory etc. If such options are available then it is not allowed to establish second and third Jumuah jamat in the mosque.
