During referring to the masail of nikah some madhi or wadi released. Shall I have to have ghusl or can I clean the part and the underwear with water and offer namaz on the same?

Madhi or wadi do not make ghusl wajib. In case they are released, only wudhu shall break. Hence if madhi or wadi is smeared with clothes, one may offer salah after washing the place where it is smeared with water and making wudhu.
