Can I pray namaz-e-qasr when visiting my home town every 15 days?

Answered as per Hanafi Fiqh by Darulifta-Deoband.com
My question is regarding namaz-e-qasr. I live in Delhi from near about 7 years and my home town is 200 kms away from Delhi. I visit my home town in every 15 days. Therefore my question is can I pray namaz-e-qasr in my home town or I pray full namaz.

Your house is your native as well as your birth place. Whenever you visit it you will have to offer full salah. It is not lawful to do qasr in one’s native place. In case you intend to stay in Delhi for fifteen days or more then you will be muqim otherwise you shall be musafir and offer qasr salah.
