It is makrooh to do istinja with a paper on which something is written or might be written. However, it is not makrooh to do istinja with toilet or tissue papers which is prepared for istinja and similar purposes. So you should clean the place of impurity with tissue paper after urination or passing stool. In case the urine is smeared equal to one dirham (2.75 cm) while stool equal to the weight of one mithqal (4.86 gram) then salah shall not be valid until it is washed. In such a case when the time of salah comes you should do istinja with water. In case the impurity is not more than what was stated above then it is lawful to offer salah without washing it but it is better to wash it.
لا يجب الغسل بالماء إلا إذا تجاوز ما على نفس المخرج وماحوله من موضع اللشرجوكان المجاوز أكثر من قدر الدرهم اهـ (رد المحتار على الدر المختار، 1/55 ، فصل في الاستنجاء ط: زكريا) وفيه (ص: 552) وإذا كانت العلة في الأبيض كونه آلة الكتابة كما ذكرناه يؤخذ منها عدم الكراهة فيما لا يصلح لها إذا كان قالعاً للنجاسة الخ ، وانظر: امداد الفتاوى مع حاشية 1/140.
