Is paper talaq valid if sent to court, not wife? Witnesses needed for talaq as at time of nikah?

Talaq on paper is valid or not. My sister in law got married 3 years back. Her husband used to beat her brutally without any reason so she came back in our home with her 2 5 month old son, since then she is staying with us. Last month her husband sent the paper on which he given talaq to her to the court, in which legal cases has been process of domestic violence against him. So please guide us this talaq is valid or not as he sent paper to court not us directly. Whether witnesses are necessary for talaq as required at a time of nikah or not?

Written talaq also takes place. Availability of witnesses is not necessary for the occurrence of talaq. Thus if such words are written in that talaq-nama that ‘I have given talaq to my wife’ then talaq took place. And as much talaq took place as was given.
