Can I give zakah to my Deoband mufti friend who’s my Hifz Quran ustad earning 17k from masjid and 6k from madrasa?

1. My friend and ustad of my Hifz Quran (amma para) is a mufti from Deoband and he is our masjid imam too. He earns around 17k from masjid and 6k from madrasa per month. He has bike. I don’t think he has anything else. He stays in a rented house. Please let me know if I can pay zakah to him.
2. Can I pay zakah to my sister? My brother in law does not have job and he has invested 10L in my shop and shares the profit with him monthly 15-22k. My sister has got some gold with her, which makes her nisab (to pay zakah). The problem is they are finding it difficult to run day to day expenses.

(Fatwa: 1192/1182/N=09/1435)

(1) You should inspect by other means and if he is illegible for zakah then you may give him zakah, otherwise not. The holy Quran says:
إِنَّمَا الصَّدَقَاتُ لِلْفُقَرَاء الآية [التوبة : 60]
(2) When your sister is sahib nisab then it is not lawful to give her zakah. And if her husband owns business goods more than nisab then it shall also not be lawful to give him zakah. However, you may support your sister and her husband by imdad money, it is lawful.
