Stop SEHERI in Bengali at Fajr start in our area when azan is late?

In our area in the month of Ramadan, azan of Fajr is done after 5/6 minutes from the starting of Fardh time. They announce in Bengali to stop take SEHERI at the time of starting Fajr. Is it right or wrong?

(Fatwa: 1076/1076/M=08/1435)

It is correct to give the azan of Fajr after five or six minutes from starting Fajr time. However, it is better to announce the end of Sehri time five or six minutes before the time of Fajr starts so that people stop eating Sehri five minutes earlier as precaution.
