Can you cook without ghusl if wife can’t have it due to no water or waking up late after sex?

I would like to know if it is permissible to cook food without having ghusl. As my wife had sex, and could not have ghusl due to no water/or woke up late in the morning; so is it permissible to cook food or prepare breakfast (tea etc) in the impure state of body.

(Fatwa: 872/713/B=06/1435)

It is lawful to cook food, prepare breakfast and eat them in the state of janabah (impurity), though it is not good to do so. Hence one should cook as well eat food and breakfast after ghusl.
