Can men stand and pee in Masjid without water or materials, like in Western culture, China, and Indonesia?

Answered as per Hanafi Fiqh by Darulifta-Deoband.com
As normally I travel to China & Indonesia regularly & go to Masjid for Salah every time & once I needs to go to urine, but I saw there is no separate rooms for urine what normally India have & just have western culture system (like standing way) without any water too.., & I discussed with my Indonesian friend too but he is telling it is allowed (as normally we thought from young age was going to urine must be sitting + with water or any absorbed things (like paper, mud stone etc.), so please help to advise what is right to follow?

It is sunnah to urinate while sitting and you should practice the same as it carries more purity and there is less doubt of involvement of body and clothes while using water. However, if you don’t have any way of doing it while sitting then you are allowed to urinate standing provided the splashes of urine do not fall on the body or clothes. If at the time of istinja and cleanliness the impurity increases more than one dirham then the use of water is necessary. But if the impurity does not exceed from its place then the use of water and paper is mustahab.
It is sad that in a country like Indonesia there is no arrangement of sitting urinal especially in the mosque. It is regretful that they have advanced so much in copying the west that the sunnah practice is ignored collectively. At least there should be the arrangement of Shariah taharah in the mosques.
