Can Baitul Mal collect funds for the needy during Eid in NE Region under Shariah law?

During the time of Edul Azha and Fitr in North Eastern Region in the name Baitul Mal, funds are collected to help the needy people every year. Is it justifiable from the view point of Shariah law?

Actually ‘Baitul Mal’’ is one which is established under by Islamic state in which sadaqah fitr, ushr, khiraj, jizya, luqta amounts are deposited and they are expent in its correct head with the permission of the ruler. Now when there is no Islamic rule in India then Shariah has not forced us to establish private Baitul Mal. There is no need of it as per the Shariah. It is the responsibility of each and every rich person to spend his zakah, fitrah, the price of animal skins to the poor and needy ones.
